How can the answer be improved?
I'll do my best - maybe something will spur a solution...
What makes this very difficult is Citrix kindly deleted all of their 'out of date' troubleshooting and knowledgebase articles to push everyone into using their newer solutions.
- Is the file the error message is referencing actually missing?
- Maybe download the Launch.ica file to a folder that all users have access to - like C:temp instead of downloading it to a temporary folder?
- I saw a suggestion here that says to use Internet Explorer 7 or greater, but unfortunately none of the articles listed in the post exist anymore.
- This article looks promising - it suggests changing the following Registry Key:
- HKEY_LOCAL_MACHINESOFTWARECitrixICA ClientEngineLockdown ProfilesAll RegionsLockdownClient EngineICA File
- Key: RemoveICAFile
- Change value from '*' to 'False'
- Key: RemoveICAFile
- It does mention that this is specific to IE 6 and 7, with version v10.15 of the Citrix Client.

You receive error number 2320 on your Citrix Receiver client:
“Citrix online plug-in Configuration Manager: No value could be found for (ClientHostedApps) that satisfies all lockdown requirements. The lockdown requirements in force may be conflicting.”
Cause
Removing or reinstalling Citrix Receiver can cause an incorrect setting to remain in the registry. Perform the procedure below if you are experiencing error 2320 after removing Citrix Receiver 3.x and reinstalling another Receiver client.
4 Steps total
Step 1: Open the Windows registry editor by going to START/Run/regedit.
Step 2: Navigate to the HK Local Machine registry key below and see if the registry key ClientHostedApps exists; remove it if it is present.
32-Bit System:

64-Bit System:
